Description
Remove the repository-metrics workflow and its generated SVG and README panel. The workflow repeatedly fails with
Resource not accessible by integrationand is no longer wanted.Correct related README drift so the CI badges point to current workflows and the download tables match the published release.

The metrics workflow is disabled in GitHub. One evidence-backed retry of the Windows Internet Archive mirror still failed because its upload endpoint refused the GitHub runner's connection; that external failure does not require a repository change. Existing mirrored files were verified against official release bytes.
