Create Initial CIEL → OMOP Standard Mappings from Athena Baseline

User story

As a terminology curator, I want all existing CIEL concepts to have OMOP Standard mappings based on the latest OMOP reference dataset so that CIEL can serve as a reliable interoperability bridge for OMOP implementations.

Use case

The OHDSI Athena distribution already contains CIEL concepts mapped to OMOP Standard Concepts. These mappings should be imported into the CIEL repository as the initial baseline, preserving the current work already available in Athena and providing a foundation for future curation.

Requirements

• Import all CIEL → OMOP Standard mappings available in the latest OHDSI Athena release.
• Use the latest available Athena snapshot as the reference baseline:
  • CIEL release: 19 Nov 2025.
  • OMOP reference: v20260227 (Current).
• Preserve all valid one-to-one and one-to-many mappings.
• Ensure mappings are imported into the CIEL repository using the new OMOP Standard source.
• Preserve mapping provenance whenever possible.
• Produce an import report containing:
  • Total mappings imported.
  • Total concepts covered.
  • Concepts with multiple OMOP Standard mappings.
  • Concepts without any OMOP mapping.
• Validate imported mappings against existing CIEL QA rules.
• Document any transformation or normalization applied during the import process.

Acceptance criteria

• Given the Athena baseline dataset, when the import is executed, then all available CIEL → OMOP Standard mappings are created in the CIEL repository.
• Existing valid one-to-many mappings are preserved.
• An import report is generated summarizing imported and missing mappings.
• The imported mappings are available for subsequent CIEL releases.
