Update Triple store

**As a** User
**I want** to have my local Triple store updated on NEW files or Updated files
**So that** I am querying the most recent data

**Acceptance Criteria** 
1. On Load of NEW .ttl or .owl file the Triple store is updated
2. On Update of OLD file the Triple store is updated
