PostgreSQL connection limit hit if more than a few agencies have been set up

I can run this with 4 agencies, but if I try to run it with 7 agencies, Tomcat failed to start and the cores tried to obtain connections to no avail, while PostgreSQL keep saying that the client limit has been reached.
