Console command throws error (`$GLOBALS['TYPO3_REQUEST']` is `null`)

Trying to import glossaries throws the following error:

This change was introduced with [FEATURE] #48: update for TYPO3 v13.

Running the command does not create a request so this command has to fail - don't it?

For v13 the problem is with TYPO3: https://forge.typo3.org/issues/105554

For now using https://github.com/undkonsorten/extbase-cli-aware-configuration-manager solves the issue. Documentation is updated.

v14 will use site configuration instead.
