Cluster API v1.12.1 has been released and we should update our code.

Some things to note in this version bump:

• We cannot yet upgrade to Go 1.25, as Cluster API still uses 1.24.
• Updating our code to use the v1beta2 types should happen after upgrading the CAPI version; we would like to keep the scope of changes smaller, rather than changing too many things at once. A separate issue will be made to track that work.
