Percentage-based financial aid grants on non-whole-dollar amounts (e.g. 25% of $47.50 = $11.875) produce fractional cents in amount_finaid(). This makes amount_due() a non-integer number of cents, causing the Stripe payment flow to fail with an inconsistent_amount error because int(amount_due * 100) disagrees with Decimal(amount_due) * 100.

Round amount_finaid() using ROUND_HALF_UP per maintainer guidance so that all downstream accounting calculations resolve to whole cents. Add regression tests covering fractional cents and half-cent rounding.

Description

When financial aid is awarded as a percentage discount (e.g., 25%) and the program cost or item cost is not a whole-dollar amount (e.g., $47.50), IndividualAccountingController.amount_finaid() calculated fractional-cent aid amounts without rounding ($11.875).

This produced a cascading failure when the student attempted to pay online:

  1. amount_due() returned fractional cents ($35.625).
  2. payonline() computed the Stripe form amount as int(Decimal('35.625') * 100) = 3562 ($35.62).
  3. charge_payment() verified this against Decimal(iac.amount_due()) * 100 = 3562.5.
  4. Because 3562 ≠ 3562.5, charge_payment() aborted with inconsistent_amount, completely blocking the student from completing payment.
  5. In addition, link_paid_transfers() would fail due to the transfers not summing to the target price ($35.62 + $11.875 = $47.495 ≠ $47.50).

Solution

  • Updated IndividualAccountingController.amount_finaid() in esp/esp/accounting/controllers.py to round the final aid amount to whole cents using .quantize(Decimal('0.01'), rounding=ROUND_HALF_UP).
  • Followed maintainer guidance on rounding mode (ROUND_HALF_UP: half a cent or more rounds up to the student's benefit; less than half a cent rounds down).
  • Added 3 regression tests in esp/esp/accounting/tests/test_models.py verifying:
    • Exact issue scenario (25% off $47.50) produces whole cents and consistent payment amounts.
    • Half-cent boundary explicitly rounds up (confirming ROUND_HALF_UP).
    • Combination of dollar-cap grant and percentage discount resolves to whole cents.

Summary by CodeRabbit

  • Bug Fixes
    • Financial aid amounts are now rounded to the nearest cent, keeping aid and remaining balances accurate in calculations. This applies to percentage-based grants and combinations of fixed-amount caps with percentage-based aid, helping ensure the amount due is consistently calculated and displayed in cents.

Merge Risk: Low · up to ee118

The capped-grant regression needs stronger exact-value assertions, but the implementation remains mergeable with this focused test follow-up.

Security architecture risk: Low · up to ee118

The rounding change aligns financial aid with whole-cent payment amounts while preserving existing identity and amount checks. No introduced security concern was established. Live payment recovery and compatibility with previously finalized aid records remain unverified.

No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The affected outcomes are aid amounts, balances, grant-transfer amounts, and associated payments for users and programs using this controller. Previously rejected fractional-cent aid cases can proceed through the existing payment path; this does not introduce a separate charge-authority path.

Trust Boundaries and Controls

  • observed — The charge handler constructs accounting state from request.user and the current program. Client-submitted purchase-order identity and cents must match server-derived values, and a Stripe token must be present before charging. Rounding preserves these checks rather than trusting the submitted amount.

Resilience and Maintainability Implications

  • observed — Local payment creation and transfer linking remain transactional, with a reconciliation mismatch raising an exception. The existing Stripe path performs the external charge within a local database transaction, which does not make the external charge part of the database commit. This ordering predates the PR; interrupted-charge recovery was not verified.

Full details: Linked Issues check

Explanation

Issue #6055 requires cent rounding for percentage-based financial aid with ROUND_HALF_UP. IndividualAccountingController.amount_finaid() now applies quantize(Decimal('0.01'), rounding=ROUND_HALF_UP) to the final aid amount. The changed tests cover fractional-cent percentage aid, a half-cent result, the dollar-cap plus percentage path, and whole-cent amount_due() values. The implementation therefore supports the expected payment-amount consistency for the issue scenario.

Explanation

The whole-PR diff changes only amount_finaid() and its accounting tests. The import, rounding call, and regression tests directly support issue #6055. No unrelated implementation, configuration, or documentation changes appear.

Assert the combined dollar-cap result.

The $5.00 cap and 25% grant produce Decimal('15.63') in aid. In this fixture, amount_due() subtracts that aid from the $47.50 requested amount, so due is Decimal('31.87'). Replace both cent-precision assertions with exact values.
