systemd-resolved.service: Main process exited, code=exited, status=233/RUNTIME_DIRECTORY

Classification: infrastructure / QA-runner failure, not a PR failure. The tested change is only an actions/setup-python digest update; the failure occurred in the container-only nested-systemd runner while starting systemd-resolved. No rerun was performed blindly and the PR was not merged.
