This PR stabilizes the public service contract and deployment behavior for integration work.
It replaces the old query-facing API with a reasoning-facing contract, adds readiness checks, and hardens ConceptNet startup so the service can run from committed generated artifacts without requiring the raw ConceptNet dump.
