This adds the NMEA2000 talker ID (where available) to the packets in the binary data format, updating the serialiser version to 1.4 in order to support this. The PR also modifies the Python parsing code to allow it to read the new packets, and updates logconvert to generate v1.4 files with talker IDs. This should be merged post #118, and will close #81 when merged for FW 1.7.0.
