CMake: Policy CMP0144 NEW (BOOST_ROOT) - #65

Let `find_package` use upper-case `<PACKAGENAME>_ROOT` variables, e.g., `BOOST_ROOT` as set by many HPC modules. Silences the CMP0144 dev warning with CMake 3.27+. The CMake minimum stays 3.12. Close ECP-WarpX#57 Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
