PR Summary

Low Risk
No runtime or build logic changes; the only notable impact is updated redistribution terms for fuel-vm after dropping BSL in favor of Apache 2.0.

Overview
Standardizes repository licensing on Apache License 2.0 and records the change in the changelog (.changes/changed/1016.md).

For several crates (fuel-asm, fuel-crypto, fuel-merkle, fuel-storage, fuel-tx, fuel-types), the Apache appendix boilerplate is updated from placeholder text to Copyright 2026 Fuel Labs Inc. fuel-compression gets a new full Apache 2.0 LICENSE file with that same copyright notice.

The substantive legal change is fuel-vm: its LICENSE is replaced entirely, moving from Business Source License 1.1 to Apache 2.0 (with Fuel Labs Inc. as copyright holder), aligning it with the other packages instead of the prior BSL change-date / additional-use-grant model.
