Enhance permission sync logic to only sync when there is a diff between the bq/ps/cs array objects

When syncing permissions during a policy modification, only sync types when there is a change to them. IE: if buckets is enabled and no changes were made, don't sync. If bq is enabled and changes are made, sync.
