Bumps cycjimmy/semantic-release-action v6.0.0 → v7.0.0 (pinned SHA 7261f53 matches the upstream v7.0.0 tag).

Reviewed the v6→v7 source diff: the breaking changes are (1) the removed branch input and (2) requiring semantic-release ≥16. This workflow passes neither branch nor semantic_version, so it keeps the bundled semantic-release ^25 (same as v6). The new spec validation in preInstall accepts every extra_plugins entry used here (caret ranges included), and the runtime is still node24. Other changes are an ESM conversion and running npm without a shell. CI is green. The release step only runs on push, so this can't be exercised pre-merge. LGTM.
