Explorer lists were speculatively rendering many transaction, address and block pages that visitors never opened, while the site-wide governance announcement poll invoked a function for every request. Request detail pages on navigation, preserve ordinary crawlable HTML links, and share successful public governance responses at the CDN only within the catalog’s existing freshness window and known announcement transitions.
Normalize uppercase transaction/block hashes and zero-padded block heights with permanent redirects before SSR. Canonical lowercase transaction URLs bypass Proxy. Preserve block-hash lookup and orphan identity, and include a verified canonical replacement link in orphan server HTML. Existing transaction, address, block, list and Network cache lifetimes, live polling, indexation and reorg behavior remain intact.
Validation: lint and TypeScript; 315 full frontend tests plus the added shared-quota regression; production build and seven route-cache manifest checks; focused regressions for rendered links, CDN/error/deadline handling, timer overflow, bounded route matching, redirects and orphan replacement HTML. Local production acceptance passed 19 raw HTML/lifecycle cases and three browser flows (no speculative detail fetches, crawlable anchors, navigation and fresh-on-click API revision); authenticated previews confirm shared CDN HITs with unchanged generatedAt and bounded expiry. Successful shared responses omit per-IP quota headers; rate-limit enforcement and uncached 429 quota headers remain intact.
Separately, the owner-authorized account change excludes only zecblock, zecblock-testnet and zecblock-crosslink from paid Observability Plus. Standard free observability remains available. No dependency, database, API/indexer runtime code, firewall or other project setting is changed by this PR. The existing main CI deployment workflow is verified separately before rollout. Billing savings require a subsequent comparable measurement window.
