Add CSV Row Realigner Browser Edition

Adds CSV Row Realigner Browser Edition under Tabular Data → Tools & Projects in the English, Chinese, and Japanese lists.

Why include it:

• it is a functional, dependency-free local browser tool rather than a static sample;
• it repairs CSV rows made over-wide by stray delimiters in one configured text field;
• it fails closed on short or malformed rows and emits a JSON record-count audit;
• the repository contains source, eight automated tests, synthetic before/after evidence, a live demo, and versioned downloads.
