[PRODENG-3757] Bump Go toolchain and action-gh-release - #665

…3.0.3 Go toolchain: go.mod go directive 1.26.7 -> 1.27.1. No breaking language changes per upstream release notes (generic methods, post-quantum crypto additions, new JSON engine). softprops/action-gh-release: v3.0.2 -> v3.0.3 (maintenance release, safer GitHub API error classification). Repinned by commit SHA with the v3 tag comment, matching existing convention. All other pinned actions (actions/checkout, actions/setup-go, actions/upload-artifact, actions/download-artifact, hashicorp/setup-terraform) already at latest patch, no change needed. go mod tidy re-merged the require blocks under the new go directive; no dependency version changes.
