Test eic tenant urls in veda-config / veda-ui

Test multitenant EIC urls and document results. Test that each tenant's STAC API url works correctly with the EIC multitenant routing and updat the corresponding veda-config repos to point to the new URLs.

Acceptance Criteria

• veda-config-ghg updated to use https://earth.gov/eic/api/stac/ghgc
• aq-portal tested against https://eic-staging.staging.earth.gov/api/stac/air-quality/
• veda-config updated to use https://earth.gov/eic/api/stac/veda/ (after https://github.com/NASA-IMPACT/veda-architecture/issues/774)
