When deploying to mcp-prod, the step to run integration tests hangs without generating an error. The action will run, without doing anything, until the workflow is cancelled.

I originally thought this might be a temporary GHA issue, but a re-run today indicates that this is still a problem, and it only occurs on mcp-prod.
The test suite runs and passes locally. Deployments are still successful, but cannot proceed to post-deployment steps.
