This PR reverts exploratory parallel-send test changes by consolidating routing configuration constants and removing the added email parallel-send release test.
Changes:
- Replace channel-specific parallel-send routing constants with a single
PARALLEL_SEND_ROUTING_CONFIGURATION. - Update the existing parallel-send SMS release test to use the consolidated constant.
- Remove the parallel-send email release test file.
