1	Number	id	The ID of the definition of the spawn rate.	PRIMARY
2	Number	artifacttype	The type of artifact.
3	Number	zoneid	The zone that the artifact spawns in.
4	Number	rate	???	FOREIGN

It's definitely not a percentage because zone IDs don't add up.
