Prevent stale JPEG XS compiler state and enforce immutable action pins across quoted YAML forms. Exercise cache consumers without a local compiler.

Expose bounded GitHub check diagnostics through the CI MCP server. Fix the reported linter errors and install libbpf in Ubuntu's discoverable multiarch path.

Format the MCP server for production lint and bound its output. Warning annotations now fall through to actionable failed-log diagnostics.

Pass Ubuntu's compiler-derived multiarch headers to clang's BPF target. Keep generic check annotations from hiding actionable build logs.

Queued e835 builds can start after the old 15-minute PR gate expires. Allow the gate to cover the build workflow budget and enforce job timeout headroom.

The waiter charged queued and undiscovered checks against the active Build timeout. Preserve the 10-minute execution budget while the 20-minute job cap bounds queue time.
