/WHO lists swamp conversations

There seems to be a flood of /WHO requests for each channel (probably coming from ZNC) with the info coming all into the active channel. Floe should ignore that and quietly carry on.

I had this exact issue and "patched" it on my local by the edits applied in PR #17. It's a two line fix but it does suppress the who messages from ZNC. I really don't know the protocol well enough to ensure that automated who's are different then the user typing in "/who" but it appears not to interfere with the latter.
