CI needs to be updated

GitHub CI seems to be particularly flaky at the moment. Nevertheless, there are a few things we need to update -- see warnings on Windows containers in particular. I think the CUDA compile containers need a bit of love too.

In any case, this can all wait until post-v4.3.

Windows CI warnings are now Windows CI errors :')

Windows-latest now pulls VS 2026 rather than 2022

Current patch is to set the os version for windows to windows-2022 as the path to vscode in windows-latest has moved.

Fine to pin to windows-2022 for now. @JPRichings if you move that diff to a new PR and merge it into devel, I can merge it into the UH PRs so their CI passes. Right now, I'm duplicating the patch in each PR I study and intend to undo it before merge, to avoid conflict, but then the post-merge CI will fail too, grossly. Happy to do this myself, just want to retain your credit of the patch!
