Upgrade rustedbytes-tl from 0.2.0 to the latest verified crates.io release, 0.3.0, preserving the std feature and all other locked dependencies. No implementation or API changes are required. Update AGENTS.md dependency references and include a reproducible compatibility/performance report in docs/rustedbytes-tl-0.3.0-validation.md.

Validation:

• 31 Rust unit tests passed on 0.3.0.
• 76 Python tests passed on both 0.2.0 and 0.3.0; release abi3 extension built on CPython 3.14.7.
• All 28 existing Criterion scenarios measured on both versions; selected parsing and CSS scenarios repeated in reverse version order with longer measurement windows.
• Performance results changed direction between passes on the shared virtual host. No reliable dependency-driven speedup or slowdown is established; the report records full estimates and 95% confidence intervals.
• Formatting differences and four Clippy warnings exist in unchanged selector_generator.rs. The same four Clippy warnings were reproduced on 0.2.0; this PR keeps those unrelated fixes out of scope.

Only Cargo.toml, Cargo.lock, AGENTS.md, and the validation report are included. Generated build/benchmark artifacts are excluded.
