Currently there is a single HTML anchor wrapping both logos in the header with a tooltip that displays the site's title and links to the Welcome page.
The two logos require independent anchors e.g.

<img src="..." alt="The Strategy Unit">

If the alt provides an accessible name then we don't need an arial-label as well.
I'm not sure there is an appropriate site to link the NHP logo to — maybe just go with alt text and no hyperlink.
Check whether zensical tooltip is configurable in overrides or rely on standard html.
We have the 'Home' tab immediately under the logo to guide users back the Welcome page.
