Replaces requirements.txt, dev-requirements.txt and pytest.ini with pyproject.toml; bumps adsmutils to v2.0.0 and the remaining deps to their current releases. Fixes the .coveragerc omit pattern, which coverage 7 no longer honours in its relative form.
Moves declarative_base to sqlalchemy.orm, wraps raw SQL in sa.text(), drops the __future__ import and the unused cgi imports, and runs CI on 3.12 with postgres 15.
