fix(ci): reduce OSS upload and CDN refresh costs - #1549

Use regional HTTPS uploads and archive installers once before copying them into the release feed, with a regional upload fallback for copy failures. Refresh only active-channel and current-version CDN objects, preserving historical caches and checking every target across merged tasks and pages. Fixes #1548

Release jobs upload through OSS transfer acceleration and send the same installer bytes again for version archives. Switch all five upload configurations to the Shanghai HTTPS endpoint. Upload installers and Windows portable packages to their version archive once, then copy them into the existing update feed; fall back to regional uploads when server-side copies fail.
Replace the release-wide CDN directory refresh with 24 active-channel/current-version files and the current version archive. Preserve historical caches, same-version recovery, and existing publication/download paths. Follow the pinned Velopack 1.2.0 filenames and check every requested refresh target across merged task IDs and pages without letting unrelated tasks block the release. File refreshes use the domain's existing query-parameter-independent cache key, verified read-only.
Validation
Regional upload timing and actual billing savings will be confirmed by the next deployment.
