fix: stabilize hover tooltips and wrap text previews by default

Text previews now wrap by default, with a translated toggle for the original long-line layout. The virtual list measures visible wrapped rows, estimates offscreen rows, and preserves the source-line position when wrapping, font size, or viewport width changes.

Resource play/acquisition tooltips could hide their own hover-only trigger when the pointer entered the portaled content, causing repeated flickering and a stray tooltip at the viewport origin. Shared tooltips now remove exit-animation remnants and expose their open state so these controls remain visible while a hint is being read. Direct HeroUI tooltip usages also use the shared component, and keyboard focus keeps hover controls visible.

Validation:

• Frontend suite: 3,898 passed, 3 skipped across 235 files; production build and lint passed (existing lint warnings remain).
• Actual browser regression: reproduced the old play tooltip jumping to (12, 10) after its trigger became display:none; verified the new hint retained its position while the pointer was outside the cover, and Escape removed it with no remnant.
• Large NFO preview: default wrapping has no horizontal overflow; disabling wrapping restores long rows; scrolling and toggling preserve source position and render only visible rows plus overscan (7–34 rows in the checked scenarios).
• Keyboard dismissal, controlled/default-open state, interactive content, trigger refs, and callbacks covered by shared tooltip tests.
