Chrome browser sessions leave the BiDi proxy URL unset even when
chromedriverForwardBiDiis enabled. PassCHROMIUM_WINwhen starting Chromedriver so its returned capabilities and WebSocket URL are cached.Backports #1107 to
beta, including the enabled/disabled forwarding regression tests. The affected implementation is the same on both branches, so no code adaptation was needed.Refs appium/appium#22940
Validation against beta dependencies: clean TypeScript build and all 263 unit tests passed. Changed-file formatting passed; lint exited successfully with warnings in unrelated files. No device/emulator end-to-end test was run.
