Description

Manually backported changes from:

• Closes #5509: Upgrade to latest stable Yarn version (v4), lock Yarn dependencies. #5569
• Closes #4459: Remove es6 transpiling process for Javascript files. #5018

This should address the recent npm audit failures we've been seeing on the 2.x branch.
