[stack] Add executive action briefs with a ceremonial fast path

What changed

• adds structured briefs for executive orders, presidential memoranda, and proclamations
• gives substantive actions a dedicated prompt that distinguishes agency directions from laws, appropriations, and direct public requirements
• classifies commemorative proclamations and creates their brief deterministically from source metadata
• skips summary, article, image-keyword, dual-lens, video, and new-item AI budget work for ceremonial proclamations
• leaves ordinary White House news articles on the existing article path
• extends the retroactive brief job and API/UI rendering to government actions
• seeds an executive order, memorandum, and ceremonial proclamation for local testing

Why

Government documents vary substantially in legal effect. A substantive executive order benefits from the richer structured pipeline, while a proclamation commemorating a day or month should not trigger an expensive agentic article and manufactured debate. This route chooses the smallest appropriate treatment while preserving the source-first reader experience.
