`c3c clean` does not clean build files

When using c3c clean, there does not appear to be any file cleaned.
Discovered because I wanted a workaround for #3502

c3c run --run-once is not really a solution here. I am building a tool from someone else to use, having it compile every time I use it is just strange. I hope we can get to a point that works.

At the very least, unpacked libraries should be removed using c3c clean

I want a solution to this problem myself as you have read above, but for now I will stick with my workaround, at least with simple projects.

What do we want c3c clean to do? I think that was the blocker: it wasn't clear what it should be doing.
