…sthio#854-calesthio#856, record the deep scan Upstream main is still e01dbf4. All 11 PRs (current heads) and 3 issues are classified in docs/DECISIONS.md with fork-side evidence; the Piper part of calesthio#861 was ported in 52ccaa6, the rest is deferred or skipped with a trigger. The baseline moves to PR calesthio#863 / issue calesthio#856. Also records the fork-code deep scan (findings, fixes, and what was looked at and left alone) and adds R-28..R-36 to REVIEW.md.
