Prepare scida v0.4.0 after the resource configuration work in #203.

This release requires Python 3.11 or newer and adds explicit local threaded or
distributed resource configuration. The changelog covers all changes since
v0.3.6, including catalog indexing, unit handling, snapshot detection, export
safety and documentation improvements.

Only pyproject.toml, the project's version in uv.lock, and CHANGELOG.md
change. Dependency pins are unchanged.

Validation: wheel and source distribution builds, Twine metadata/README checks,
installed-wheel import/resource smoke checks, and lockfile consistency. The
underlying source passed Python 3.11–3.13 CI and coverage after #203 merged.

Publishing a GitHub release for the merged version commit triggers the existing
PyPI release workflow. Merge this PR before publishing tag v0.4.0.
