chore: bump CI Go version to 1.26 for jsii-runtime-go - #4158

The init integ tests scaffold a go-app and run 'go mod tidy', which pulls the latest jsii-runtime-go (v1.141.0). That version requires Go >= 1.26.0, but the integ workflow pinned the runner to Go 1.25 (resolved to 1.25.14), so 'go mod tidy' failed with GOTOOLCHAIN=local and broke go-app-npm/yarn. Bump the setup-go version in projenrc/integ.ts (source of truth) and the regenerated .github/workflows/integ.yml to 1.26.
