Add an OpenShift Virtualization provisioner so teuthology can create and tear down KubeVirt test VMs via the Kubernetes API. - Provision/delete VMs in reimage and stop_node alongside pelagos/fog/maas - Drive disks, DataSources, and SSH keys from teuthology.yaml (not user_data) - Require Multus UDN networking; verify TLS (CA or explicit insecure skip) - Add cloud-init user_data templates, [openshift] extra, docs, and tests Signed-off-by: Vaibhav Mahajan <vamahaja@redhat.com>
