About the pull request
This PR adds a new CO survivor to the UPP Trijent Dam insert. A Ministry of Space Security Officer attached to the 173rd, the intelligence authority overseeing the operation.
Explain why it's good for the game
It'll create more roleplay opportunity, and more CO survivors are good.
