The AWS S3 bucket 'https://s3-us-west-2.amazonaws.com/detectron' is frequently referenced, but currently unavailable (for several weeks). Updated all references to 'https://dl.fbaipublicfiles.com/detectron' and verified that the linked files resolve (Status 200).
