Add 4 missing fields to
workload_policyto reach full parity with the Pulumi provider:-
enable_pmax_protection/pmax_ratio_threshold— peak-usage spike protection-
vertical_scaling.adjust_req_even_if_not_set— set requests even if workload has none-
vertical_scaling.limits_removal_enabled— strip CPU limits from workloads
