chore: bump the static-site recipe to v0.4.0 across all examples - #1486

Picks up the certified-assets v0.4.0 canister + sync plugin: both canister cookies are now served in every client context, and canonical state hashing no longer races concurrent mutations. Config is unchanged; v0.4.0 only adds an optional `visibility` field to `metadata` entries, which no example uses.
