Adds Osquery Manager configuration for loading custom Osquery extensions. Updates the Osquery FAQ page with version-scoped information about custom extension support.
Resolves #7930
Note
This feature will only be released to serverless after 9.6.0 goes live, since it depends on the Agent release. Do not merge before 9.6.0 is live.
