dcterms:isPartOf vocabulary links + mint-publish tag parity (v0.2.1) - #5

Conversation
Add a `part_of` option that links each term to a vocabulary URI via dcterms:isPartOf in its assertion. Threaded through the shared chokepoints so it covers both flows: term_input_from_assertion (defining, used by migrate and mint-publish) and _resolve_all (superseding). Exposed as --part-of on pubmate-migrate and pubmate-mint-publish. Also give pubmate-mint-publish the --nanopub-type/--template pubinfo tags it was missing, so incrementally-published terms match migrated ones. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Summary
Adds a
part_ofoption that emits adcterms:isPartOflink from each term to a vocabulary URI in the assertion graph, and closes a tagging parity gap inpubmate-mint-publish.dcterms:isPartOf(assertion-graph vocabulary membership)Threaded through the two shared chokepoints so it covers migration and incremental publishing:

pubmate-mint-publishpreviously lacked--nanopub-type/--template, so incrementally published terms would be inconsistent with migrated ones. Added both options (same pubinfo tags as the migration path).Testing
