Summary

• seed docs/design/ with narrowly scoped draft records derived from the public Design Conventions wiki
• organize the state taxonomy into exactly three records: user-states.md, system-states.md, and agentic-states.md
• separate spatial hierarchy, control rhythm, shape, elevation, typography, color, and motion into independently approvable contracts
• keep audit process and implementation mechanics out of the design records
• index the draft records and document the file-splitting rule in docs/design/README.md

All records intentionally remain authority: draft; this PR does not promote the wiki text to current policy. No normative screenshots are included yet.
