sys-kernel/bootengine: fix ProxmoxVE network kargs

In this PR, we pull the flatcar/bootengine fix (flatcar/bootengine#117) that enable static network configuration from cloud-init on ProxmoxVE

Testing done

• Changelog entries added in the respective changelog/ directory (user-facing change, bug fix, security fix, update)
• Inspected CI output for image differences: /boot and /usr size, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.
• CI: http://localhost:8080/job/container/job/packages_all_arches/7331/cldsv/
• afterburn: sync network kars with supported provider bootengine#117

Hey @theoraim thanks a lot for asking. I remember seeing some issues here. But I'm happy to collaborate with you on this, I can rebase PRs and produce images for you to test on Proxmox?

Sure ! I have a terraform project ready to spin up flatcar vms with cloud-init on proxmox (which led me to this issue). Let me know when and which image I can test 😄

Yeah, I've also commented this issue mentioning that I am also encountering this error. Does this PR try to fix it ?
