Deprecate clutter and and its related libraries

Reason for removal

Clutter, Cogl, Clutter-GTK and Clutter-GStreamer has all been deprecated and are now archived. They are still used today in the repo by the following packages, so before these can be deprecated replacements need to be found.

• abiword abiword: Update to v3.0.8 #10081
• xfdashboard

Do you want to keep xfdashboard in the repo or do you think it can be deprecated @EbonJaeger As far as I see it is at least not part of the default XFCE install and it is the last blocker for clutter removal now.

I would be inclined to keep it if at all possible. It was user-requested that we package it.
