This PR introduces a weekly program feature that shows stories & upcoming stories for the current week.
Updated twice every hour with fastapi-utils' repeat_every(seconds=60) decorator. (will switch to repeat_at when this is merged: fastapiutils/fastapi-utils#219 )
fastapi-utils doesn't support pydantic 2 yet, but it should be ok since we only use repeat_every for now.
