This PR removes the end-of-life Node.js 18 Docker images (
node/18-userandnode/18-puppeteer) and their corresponding structure test configuration (node/node18.yaml).In
node/cloudbuild.yaml, it also removes the unusedgcr.io/cloud-devrel-public-resources/nodeimage tags and push target so that builds only publishnode:22-usertogcr.io/cloud-devrel-kokoro-resources/node.
