Update eth2_libp2p with backports of upstream network commits up to upstream stable (v8.3.0):

Other changes:

• Update libp2p to sigp/rust-libp2p@accba72, discv5 to 0.12, libp2p-identity to 0.3 and prometheus-client to 0.25.
• Remove the unused column_subnet_peers metric and local-ip-address dependency.
• Subscribe to all topics of the next fork digest one epoch early, publish proposer preferences on the fork digest of their proposal epoch and keep the next fork digest topics when unsubscribing from old fork topics.
• Subscribe to and unsubscribe from attestation and sync committee subnets on the next fork digest as well while inside the subscription window.
• Advance earliest_available_slot on custody group count increase even when custody group backfill is disabled.
• Re-status connected peers only when the custody group count increase adds new custody columns.
• Fix custody group backfill columns on startup.
