Generated by horde-components 1.0.0-RC1 (template 1.1.0). The bootstrap now looks for ci-tools/horde-components.phar in the repository before downloading from COMPONENTS_PHAR_URL. This lets us pin a specific horde-components build per repo; the next iteration ships such a phar.
